Display Minimum Resolution Thumbnails in Image Panels

To avoid "blurry images", the viewer has improved the rate at which it selects downloads and processes the initial image, and presents an image of minimum usable quality in an image frame when it is available.

NOTE: New Experimental settings found in Tools/Options/Advanced Settings/Experimental Settings are for testing  and debug purposes only. They should not be altered except by those familiar with their use and impact on the system.

Resolved Issues

User Able to Access Locked Studies Without Warning

If the user did not have permission to break an existing lock, the viewer did not warn the user that they study was locked and also enabled the report edit tools and ability to save key images.  Additionally, if a lock was stolen by another user, the user with the lock originally did not receive the notification the lock was taken by the other user.  This has been resolved.

Secondary Capture Fails on Worklist Server

When a study is opened from a worklist server and the user attempts to save a presentation state created in the viewer session, the viewer used the wrong study identifier and the worklist server would fail to direct the presentation state object to the study's hub server without reporting the error to the user. This has been resolved.

Incorrect Multiframe Window Level Handling

If a multiframe object contained a single window and level value, the viewer parsed the processed data incorrectly, resulting in a bad W/L value applied to the second and subsequent images. This has been resolved.
