Feature #30211 - New Electronic Report Delivery Distribution Options

This enhancement to EMR updates electronic report distribution to add support for sending reports only to the ordering EMR or to prevent reports from being sent to the ordering EMR.

Previously, RIS would by default return reports electronically to any system that has sent an order (identified by the _issuer of placer order number_ field).

With this change, this default behavior may now be overridden via two new configuration settings in the EMR RIS Configuration table, to accommodate the varieties of systems that send orders to RIS and expect reports back in different ways with different constraints.

A new Suppress Electronic Delivery Flag column controls if a report job will be created for the ordering EMR. This accommodates systems using the Scheduling API that send orders to RIS that are incapable of receiving the report back electronically. These reports, even though marked as solicited by the _issuer of placer order number_ field, must NOT be sent electronically but depend on the preferences of the referring physician. By setting this flag to Y, distribution jobs based on the referring preferences will be created for other delivery methods, but electronic jobs will NOT be created for the system itself, even if specified by the physician's preference. This also means that no job will be created for this EMR if it is set as a delivery preference for a referring or CC even if the order itself did not originate from this EMR.

A new Suppress Other Delivery Flag column causes ONLY the job for the ordering EMR to be created. This accommodates organizations that send orders into RIS that are set up to receive the report electronically but do not want their referring physicians to also receive the report via fax. By setting this flag to Y, no reports for these orders from these systems will automatically generate a distribution job other than the electronic job for the system itself.

These two new options are mutually exclusive, as setting both options would result in no distribution jobs being created - although this configuration is not prevented in case the need for it arises.

Changes to EMR RIS Lookup Table Settings

·         To send reports only to the ordering EMR, set the new Suppress Other Delivery Flag column to Y.

·         To prevent reports from being sent to the ordering EMR, set the new Suppress Electronic Delivery Flag column to Y.
