Feature #26614 - Option to count ad-hoc Peer Reviews outside user's configured modality type

Summary

This enhancement to Peer Review adds an option to include a user's ad-hoc peer reviews in the calculation of their Peer Review targets, even when the review is for a modality type that the user is not configured to peer review.

Previously, these reviews were ignored.

With this change, enabling the new CountUnconfiguredPeerReviews RIS System Configuration setting allows radiologists to receive statistical credit for ad hoc peer reviews that do not match their configuration settings for Modality Type or Site Group Code in the RadPeerReviewAssignment table.
